Lay Observers (LOs) work together with HMI Prisons (HMIP), Independent Monitoring Boards (IMBs), and the Prisons and Probation Ombudsman (PPO) in line with Optional Protocol to the Convention Against Torture (OPCAT). In order to undertake the requirements set out by OPCAT, the National Preventative Mechanism (NPM) was set up to ensure regular visits to places of detention in order to prevent torture and other ill-treatment.
